All places have ghost even in europe, Australia, US bcoz they died without body especially WWII and accidentally burn to ashes. They can't go another world so they stick here for disturbing until get replacement of another body then can migrate to another world.

Hmm... good idea. Maybe for a starting compromise in todays's world, patients are only required to bear the base cost of treatments. Payments for profits to the relevant parties are only payed if patients are cured.
