Rat were divided into 2 groups 1st with food (motive) & 2nd without food but after few attempts when both the group got food at the end of the maze The speed of the rats to solve maze was observed to be equal in both the groups so Tolman concluded 1st -Rat forms cognitive maps in mind to solve the maze 2nd - Motivation speeds up the process
