This short video clip is in Texas - but growing up fishing for flounder in Florida, 18 in was not considered to be a breeding class fish that you had to conserve. Breeder yes, large depends on the fishery. Definitely have to be wise to conserve and preserve according to your local fishery

I have seen one up close, and man. Everything about this fish is just wrong. It's as if a boney fish tried to be a stingray, and somehow didn't do it quite right.

What setup are you using? I use a jig head, sand/blood worms and a sinker? To be fair to I fish in nj and of a pier. So it could be different
