Just tell the HOA that because they built on farm land or near farm land that they are part of the local Farmers Co-OP and start sending them fines for violating Co-Op rules.

The VIN on the truck was partially filed off? Surely there must be other VINs on it somewhere and there may even be one encoded into any ECUs or other electronic modules. If it is in any electronic module a scan tool can usually read it out. How old was that truck anyhow. Some vehicles have a VIN sticker on each door or major panel. Sounds like whoever it was harassing him also tampered with VINs and maybe even falsified vehicle registrations in some way so I hope they added it to the list of charges. That one can be referred for federal criminal fraud charges and I hope that whoever rented that truck gets the book thrown at him extra hard!!

Before he left the house, he should have had the Sheriff ( even if he had to use off duty deputies) sitting on the property, and if not the Sheriff armed security, because if they've already used arson what's to stop them from trying it again in broad daylight while they know he's not there to stop them? Keep fire hoses and extinguishers at the ready, who knows what they'll pull in revenge for they're loss?

Failure to comply will result in further action that is a threat so many of these stories they talk about building community good will, what's good for the community and the community appearance. Appearance is subjective ironically what's good for the community seems to require the person being harassed giving up all their rights for what others think is best. So what the HOA believes is safe and welcoming for them but not for Jack
