I handed in the needed amount and completed the side quests for it. I have 3 more left and for some reason it won't let me pick them up at night (#28-30). Has anyone else had this issue?

I had to figure that out at some point too. If you mark the bottom of your map and then use the broom to fly down it should show you when you hop off the broom where to go
