On my Don Kuban game I've managed to put Vlasov in power and lead the ROA to the liberation of Soviet Russia (Russia had become communist after the death of Kerensky) by butchering 4 million soviets. In vanilla you can go all the way through the fascist path but never become fascist and just stay non-aligned, in Kaiserredux Texas can become independent and get multiple options for a monarch
