In both cases, finishing with an "ara-ara" just feels wrong as it's something you say *before* whatever you're about to say. It also translates in Japanese better if it's "Ara-ara~ AraNeri-desu" instead of "NeriAra-desu, ara-ara~". Basically my point is that I've never heard anybody end a greeting with "ara-ara".
