Because the requirements are brutal for HL. Despite being a excessive worker sui-chan and multiple HL members didn't get in on the first shot. Sui would have been first gen but they declined her 3 times. Her sister would require: -proof of consistent uploads/streaming -proof of entertainment value(its longer than that but it basically boils down to this) -willingness to forsake her past to become a new member(you cannot talk about your old streamer/tuber name at all). However she can be a indie vtuber. Noripro or niijasan might be better(i know you mentioned NJS). She is talented in entertaining. I hope her heart can handle the crowd.
