From what I understand (which isn't much), you use a type of needle that makes the wool tangle with itself over and over when stabbing it, making it more dense and allowing you to sort of shape it as a result.

It's a common practice by the vtuber to protect their identity, probably on their agency rules too. Yea we both know is just a skin so why even protect it right? But people nowadays are scary for what they can do. Some vtubers are actually comfortable to show their skin so maybe is just a personal choice and not written in the rules idk.
