On one hand, I almost never believe when a successful, attractive and actively wanting relationship female vtuber is single (it is extremely easy for such a woman to be in a relationship; even not famous, just normal women, have it easy with all these dating apps, etc.). On the other hand, I can't think of any good reason Rissa would be lying, as she mentioned her marital status quite a few times, basically from her debut (if she wanted to hide it, it would be enough just not to talk about this topic at all, and nobody would know).
