If you meant the dude with the deeper voice, his name is Aragami Oga and yes, his voice does have that effect ^^ He knows it too and encourages people to come watch his chatting streams if they want to relax and chill and/or, like your case, have troubles sleeping in hopes that he can help soothe it (i know many others who do so, even Shien (2nd dude in this clip) does it too).
