This makes no sense. Why didn't he just go back to Tanzania? Unless he's now a US, DC is very close to Maryland. He could have gone to the Tanzanian embassy, and they could have sent him home. If his father was a diplomat, he should have a place to stay back home while he reflects on life.

If he was hungry he could apply for SNAP, but the rules regarding SNAP are as follows: Eligibility for the Supplemental Nutrition Assistance Program (SNAP) in the United States typically depends on your immigration status. Generally, to qualify for SNAP benefits, you need to be a U.S. citizen or a qualified non-citizen, such as a permanent resident or someone with refugee status. International students with a valid student visa (such as an F-1 visa) are generally not eligible for SNAP benefits because they are not considered eligible non-citizens. The program is designed to assist individuals who meet specific residency and income criteria, and international students often do not meet the citizenship or immigration status requirements. With this information it sounds like its something not right on his end, like maybe his status is illegal.
