@@htomc42 Yes. I get the sense that collecting stuff and hauling it around gives them a sense of place, a sort of presence or fortress. I can see them collecting practical stuff to help daily living, but their hoard is much more than that. The average homeless person could be much more nimble at facing life with just a backpack of essentials, and indeed I do occasionally see them with just that.

If he has such fairly reasonable presence-of-mind to 'coordinate' his stuff, and energy enough to transport that 'stuff' from Point A to point B, that jackass can be employed at a warehouse somewhere coordinating products and transporting them from Point A to Point B. Why is such egregious behavior tolerated? And even more frightening is that he looks as if his unkempt body is playing host to more infections and diseases imaginable. That, in itself, should guarantee him several weeks to a month's quarantining. However, this is an incident from well over 14 months ago. I hope situations have greatly improved.

Sort of but not really. I think the law says once there are enough homeless shelter beds available, and they’re offered, and they don’t accept, then they can fully enforce the no camping ban. But I don’t know 100%. Think a lot of it until then is just probably heightened cleanup with the goal of cleaning beach for safety, and probably secondary effect of causing them to get tired of constant shuffling and perhaps leave and find another location.
