I can’t for the life of me understand why that guy is not gotten picked up and brought somewhere where he could get help. He’s a danger to society and himself. It’s sad that little children and parents pushing babies and strollers. Have to try to navigate around people like this for fear of being assaulted

The reason he's not in a place where he can be helped, is that years ago, "well-intenioned" people decided that patients in the institutions needed to be treated in their local communities instead of large institutions. This was the "deinstitutionalization" movement that had started in the 1960s and picked up steam during the 70s. And there were some good reasons for that; some of these institutions were almost hell on earth. But the wholesale dumping of these patients onto the states and local communities wasn't something they were even close to being able to handle. We see the net result of that on our streets. I'm generally for holding the vagrant "homeless" crowd responsible for their actions, but people like this man have truly been failed by the system.

The old man did commit misdemeanor battery on Fabian for the unwanted contact and could go to jail for 6 months, instead he got some street justice and his face will burn for days and he’ll lose sleep, making him worse If the old man filed charges of aggravated stalking, aggravated battery and harassment, then everyone else involved could see prison time or get off with probation But obviously the old man can’t communicate effectively and is bleeding all over and has major wounds on his feet so no cop will ever take him seriously Filming in public is legal because nobody has the reasonable right to privacy in the public domain However, following someone that doesn’t agree to allow you to is stalking unless you’re witnessing a crime in action AND call the police In California, stalking is defined as willfully, maliciously, and repeatedly following or harassing another person, while also making a credible threat that would cause a reasonable person to fear for their safety The threat can be made verbally, in writing, or through electronic communication

Yep! From 1970 until early 1973, Santa Cruz was terrorized by two serial killers and one mass murderer, turning the once-sleepy beach town into the “murder capital of the world.” These killers were once institutionalized in CA State Mental Hospitals & released thanks to Reagan. .

@@HeadNtheClouds The Mental Health professionals thought they could bring the Mentally Ill out of Institutions and out into regular neighborhoods where services could be brought to them. They believed they would be happier in homes and not in Mental Institutions. New Psychiatric drugs were to do the job. It was supposed to do away with the old Insane Asylums which were thought of as being bad and cruel places. It would free the mentally ill. California has 1/4 of the number of Mental Institution beds in a State with a larger population than before. Some of the people were fine and took their Med's and could behave and take care of themselves. Some went to Board and Care homes. Quite a few went into prison and the rest went out into the Streets. I'm not so sure how much Reagan had to do with it. Lots of so called Liberals thought it would free the Mentally Ill. Many people liked the idea of a smaller confinement system.

No, false, this is just more political demonization. It's true that Reagan, as Governor, signed legislation to close many large institutions. But the reason they were closed was that they were under-used and under-funded. The "deinstitutionalization" movement to move patients from these large facilities to one in the patient's own communities, had been underway long before Reagan came along. And those states and local communities were in no way able to handle the large numbers of mentally ill patients that were dumped on them. If anything, blame the ones pushing for those "local" community centers without planning and adequately funding them, before shutting down the large central hospitals.

Aggressively approaching anyone is a violent threat, the legal term is assault and pepper spray gel is the most appropriate defense If the unsheltered man called the police and someone else said it was not in self defense then you can be arrested for Battery and get a 6 month jail sentence So it’s Very important to record the event to protect yourself legally

These people clearly can't take care of themselves. If they are hospitalized, it's only for up to 5 days MAX in some cases, not nearly long enough for any kind of medication to work. It's a revolving door, big money for the social programs, easy money for the social workers who walk around with their clipboards taking notes, the clean up crew, the police that stand around and watch the clean up crew & big money for the city board of supervisors sitting on their a$$ asking the government for more & more funding. They really don't want these people to get better. Bring back state hospitals.
