The tail is too long, but also too heavy. If you want to use a long tail like that, go to Home Depot and get some Surveyor's Tape. Comes in 300 yard rolls in different colors. If you want to use a fabric tail, then find some old sheets in a Goodwill store or someplace like it. Make strips about 1 1/2 inches wide and tie those together to make the length about 7 times the height of the kite. Split that into two strips, one 5 times and the other two and tie those as the tails. once up it will naturally go back and forth due to the difference in the tail length. Connect the flying line to the compass when the kite is on the ground or on a table. Lift the line so the kite comes off that surface. The bottom of the kite should be the last part to leave the surface and the angle between the kite and the surface at that moment should be about 15-20 degrees.

I think the kite is fine, there wasn’t that much wind that’s why it didn’t go up instantly and kept going sideways, in my experience that tail length is just right, pretty nice kite in my opinion
