ok, little design revision. Make them not so tall then you can clean counter under them without removing stuff off it and moving them. Just shorten enough to get your hand under it.

You can place it where there isn't an outlet unless you have the most amazing kitchen in the world and it has outlets all over lol.... I'm clumsy and think I could manage not to cut my hands off. If you're worried about it, put another strip of wood above it, leaving just enough room to slide the tin foil, etc, between 🤷♀️

It's 2 tiny flimsy blades to cut foil & saran wrap. Unless there are babies/toddlers or cats that can touch those blades, I think it isn't an OSHA violation issue. 🤷♀️
