It is crazy, what I saw with the alcohol inks was sort of stained glass. The shapes, I think, would look so great outlined with a fine tip black sharpie

I would say yes, as long as you prepare the glass surface with the alcohol rub to ensure the paint sticks.

Id say yes. As for most any paint on smooth surfaces like those, I'd suggest prepping the surfaces to create a bond with the paint/inks to surface. So they don't move around or chip on you. Especially able to use on frosted surface glass.
