How did you active Devine Keys?

You mean the passive? You need the jade spirit from the new mode when part 2 is released replacing CO OP. You also need to choose the divine key passive you want and upgrade their level (max recommended). After that go to the divine key section in the dorm, click the certain divine key and upgrade them with the collected jade spirit. This way you can unlock the passive. (All the beginner divine keys have good passive to boost your team powers.) If you are a P2W or have a lot of jade rings, advanced skill material and asterite saved before then try to upgrade all the divine keys though it will be incredibly costly.

If you mean the divine key itself, then aside from the beginner ones (if you played the game before part 2), you need to gacha most of the divine keys with your crystal. Then pri arm them to activate divine keys. (Don't forget that divine keys are specific weapons only. Not all. Like the abyss flower from key of creation, stellar key, might of an utu from destruction, every key of sentience aside from fenghuang pinions, star of Eden anti entropy and twins of eden from key of devouring and every key of judgment.
