Well, you know there's no any 'pre-civilization' at the first, which means Fuhua was totally an Agent of Otto in the early reference, not a Guardian from pre-civilization of far east as the reference described now. Not gonna mentioned that she kill a lot of herrschers in pre-civilization period as a Honkai Hybrid Fighter, which is the weapon for people of pre-civilization to fight against Honkai as the latest background canon told, just like Kevin. So according with those, I say this is not 'underrated'.
