So what's the COA's saying, and echoed by the congress' stalwarts of the administration, that there was no overpricing--when in the Pharmally's price catalog it was much much cheaper compared to what the gov't has paid for said goods? The only logical explanation would be that Pharmally had to raise their prices to be able to recoup for the unnecessary or indirect expenses they had to pay in terms of commissions to the different gov't officials involved in the procurement process. This has been the practice since time immemorial in any gov't offices whether in LGU's or in National gov't offices.
