There could be so many reasons why this happened, Luka probably had some indication that he wouldn’t sign the Supermax extension, the Mavs probably didn’t want to pay him 70 million a year as well considering how often he’s injured, And they probably wanted him gone immediately

People really don’t get that the new CBA is gonna make stuff not make the same sense as it did before. Supermax contracts are gonna be tougher to build contenders around, especially if you don’t have an owner that loves to spend endlessly. Think Dallas got the better fit for current roster and will be seen if lakers can put the right pieces around Luka cause LeBron ain’t it, that defense just plummeted.

Even if it was so bad, you could have gotten a bigger haul than this for him. Plus no other teams were informed. If they were shopping Luka, there would have been the biggest bidding war the league has seen. If there's anything behind the scenes here, I'm guessing Luka's conditioning isn't the biggest thing here.
