Cleo and Lizzie knew that Josie was obsessed with Hope. When she first saw Hope she was jealous. Now that she got serious with Josie and Josie is now actually giving Finch reasons to be jealous to suspect. Nothing. Cleo practally told Finch while they where looking for Hope map that Josie would go to extraordinary lengths for Hope. All Finch did was smile at Cleo.
