You do not have the stop set up correctly. First the pendulum is the shaft that extends from the dash paddle to the end of the round arm. the part you call a pendulum is really the weight. The round end of the pendulum is what contacts the small loose wheel on the stop arm, not the weight. The pendulum should just barley touch the stop wheel. The stop weight will probably never move when the key is set up correctly.
