No. Genuine Horn set don't have that much load. Even if somehow overloading will happen the fuse will blow first and in that case you have to use a relay.

Purpose of relay is to bypass the stock wiring and provide full current directly from the battery. It's better to install a relay in case you are replacing a single-horn setup with a dual horn. Yes, dual horn would work with the same volume even without a relay as in video, but its better to get a relay if you are putting extra load on the stock wiring and fuse.

XE also have 2 horns to my best knowledge. It's okay relay not required. Horns are waterproof only thing you have to keep in mind while installing is to keep opening downwards so that water don't enter in horn.
