Hornblower should have spotted something - When Wolfe came to stop him blowing the powder, he was with several french troops plus Hammond. Yet he was surprised later on on the beach. Surely Hornblower would have remembered seeing Hammond by Wolfe's side!

Cotard was, to me the least suspect. Considering that Louis XVIII was resident in England and in fact sent the force of loyalists in Frogs and Lobsters, it was surprising that Cotard didn't have some sort of royal remit to do what he did. Wolfe was always suspicious, from the moment Bush asked him why he went to Portsmouth instead of staying in the northern convoys.

there are multiple accounts of soldiers not even noticing gunshot wounds or fractures during combat because of the adrenaline, HH could very well only have sustained some bruises and minor blast trauma so him fighting on in this situation isn't that impossible

Hammond was a high ranking Irish officer in an otherwise Anglo-Scottish navy. If word got out that he betrayed the Navy the other Irishmen in the fleet would all be suspect of treachery, given the stirrings of rebellion back home it would have been better to say he was a hero for the British. Hammond's family is a consideration, but they would rather have a living Jack and his uncle.

at the time Ireland was suffering from British indifference and a long,abusive rule. In the earliest part of the episode Hornblower even captures an Irish sailor who sailed on Nelson's ship the Victory, fighting for the French. The Irish Rebellion of 1798 was fresh in the minds of most at the time. Even after the Napoleonic Wars Ireland suffered under British rule, especially during the potato famines of the mid 19th century.
