I think the story is that Pizzahead has been at the top of the Pizza chain for a long time due to no other competition, but when Peppino rolled into town, his business was overshadowed by Peppino's Pizza. This is why he's trying to get into the Pizzaface mech, so that he can torment Peppino with it, as we all know that Pizzahead can't take anything seriously.
