In Emerald Bay, Florida, Lieutenant Mitch Buchannon is a beloved member of the elite rescue team known as Baywatch. The team, including second-in-command Stephanie Holden and veteran C. J. Parker, defend the beaches and bays and are opposed by jealous beat cop Garner Ellerbee and his superior, Captain Thorpe.
While on morning patrol, Mitch finds a small bag of flakka near the Huntley Club, owned by powerful businesswoman Victoria Leeds. Then he meets Matt Brody, an Olympic gold medal-winning swimmer who wishes to join the Baywatch team without any effort. Mitch and Brody compete in various physical tests and Mitch wins. As the course ends, a mother and her two children fall into the water and lifeguards and Brody rush in to save them. Brody formed the group with Ronnie Greenbaum and Summer Quinn.
A private yacht caught fire and the occupants were evacuated alive by Baywatch except for city councilor Rodriguez, who died. Suspicious, Mitch and his team continue their investigation over Ellerbee's objections. They infiltrate the hospital morgue and discover that Rodriguez has been murdered. The trio hid and recorded a video of Leeds' henchmen preparing an autopsy report to cover up Rodriguez's murder, but were discovered and the recording was destroyed. Thorpe threatens to fire Mitch if he crosses the line again.
