The debate there is what constitutes as reasonable regulation. It could be legislated that all private gun ownership requests must be directly approved by the POTUS once a year, with no more than 0.0000001% of requests being granted, and that would still fit the terms of the 2nd amendment because it does not infringe on the right. All citizens have the right to run for local government positions, that doesn't mean they will, even if they want to.

@@grannie4843 That's not infringing. Everyone would still have the right to own a gun, and could have one legally so long as they fill out the paperwork and wait for approval. That is one interpretation of being well regulated. It's not nearly as liberal as the current regulations, but it wouldn't be in opposition to the second ammendment. In such a scenario as I have presented, it may be unlawful to deny any request, since every law abiding citizen has the right to bear arms, so no request would ever be denied; they would be reserved and awaiting approval. If not the year filed, then perhaps a year at a later date, but a citizen would never be denied their right to bear arms.
