Houses on the ground that shouldn't be there in the first place. Notice how the house on cement pillars withstood the deluge without a problem. In the Florida Keys, no home in a flood plain can be built on the ground. There's a reason. The same nonsense occurred in New Orleans. Why should taxpayers foot the bill for homes not built to code?

​@@rafetizerI'd say that they are "pre manufactured" homes that are trailered in to the local market. They aren't anchored to the ground for this to happen, if they are properly anchored this would not occur. Regulations might differ from county to county / state to state. It's ironic that if it was in tornado alley it would be anchored due to the "wind" factor but it's just as important to anchored for the "water" factor. Who knows, maybe the person who sold these homes pulled a fast one and it wasn't put on site properly to comply with the local regulations.

I'm from Canada, in my location everything including pre manufactured (mobile or pre fab) is required to be anchored to large concrete slabs on or in the ground with chains or cables to prevent the movement of the home under extreme circumstances.
