More than likely the police. That's one of my complaints about today's police. They are trained to keep shooting until the target is down and not moving. Consequently, they empty their pistol magazines very quickly. Police are not encouraged to practice with their weapons (ammo is expensive!), and shooting quickly and accurately is difficult, so bullets end up hitting more than the intended target. Maybe they need to abandon their 9mm pistols for more powerful calibers, but this "spray and pray" business needs to stop.

One could infer from that if they were considered “off-duty” to the law enforcement speaking on this case, then they weren’t “on-duty” meaning being paid by the station they work for.
