In the movie, the "bad guys" have ONE special hoverboard that worked on water.... and was so valuable they carried it inside a special case.

its a throttle controller and the reason that some of them don't have it is because you have to but it extra and for the others there's a person on a jet ski attached to the end of the hose who controls the throttle for the user. this information was found in the manual that is on the website in the description.

Videos like this if they lag your system just pause and let it load fully and it will run perfect. It's because it has to load so much at one time while also playing such high quality it kinda screws with it on which one it should focus on and it slows down your system.

Actually to make a hover board on land, they could make a board based off magnets and weight distribution, kinda like a mono rail or a bullet train, because they are pretty much hover crafts themselves
