How a Landfill Gas Collection System Works

We have problems with out local landfill, its next to a town and we keep having extreme LFG emissions, on a Fidol rating it varies from 1 to 6, there are local traffic lights near in a dip that constantly stink, can anyone help with this as the authorities say it's safe but at night the smell is terrible?
