I always felt it went deeper with the meaning behind the tarot as it represents an ending to a cycle of life, a pause in life before the next big cycle beginning with the fool. It is an indicator of a major and inexorable change, of tectonic breadth. Those 100 years changed him to seek out powers beyond his vampiric ones, becoming extremely philosophical as he was entirely alone with his thoughts for those 100 years under the ocean. Also as stands reflect their users it goes without question that DIO was essentially frozen in time under the ocean while the world moved on without him. Now it's his turn and the world has to wait for him.

DIO’s Seclusion: this one is highly speculative but I believe My Eyes from Lock Up The Wolves takes the cake here since it talks about Dio himself wanting to get away from all the negative circles that are in music since he’s been fucked over so many times. This is a common misconception. Star Platinum and The World were the first two stands Araki created and were both intended to have the same power. It was never intended for him to have the power of every stand and Araki has never done such a significant retcon. Also there's no reason why it would be "too powerful", remember that Joseph basically fought a god and won in Part 2.

This reminds me when I met my aunt's ex about 2 years ago. He was a guitarist in a Swedish band called Snowstorm, and had toured around working as a roadie and did opening acts for different bands like T.Rex, Depeche Mode, Motörhead, and even DIO. Now when I met him, he was now in his 60's but still trying to hold onto his looks with short, dyed hair and an outfit that was unusual even to the guests there that already knew him. He would recall all these crazy stories of his travels around Europe and the US, but eventually started to recall old times with my aunt including how they were wandering around lost in some city in Egypt on a trip in the late 80s.
