It was probably so they could experiment with reaload upgrades speeding up his punching speed. Either that or they just didn't figure out how to give him infinite punches

Ngl, while they seem to be balanced worse, it kind of seems like legendary characters were more interesting compared to what we got. Party characters actually had stats other than minor ammo, reload, and sometimes damage changes. Edit: I jumped to conclusions after seeing Captain Partyman and Party Brainz

Dude, if everything had higher DPS and speed then that just means that they originally planned it to be a faster paced game. Of course if you were to bring one of those characters into today's version it'd be ridiculous though.
