As with any diplomat's statement, it can be interpreted. "We have no intention to build nuclear weapons" is the face-value statement and may, or may not, be true. However, if one were to have a stockpile of nuclear weapons components, one might easily assemble the weapons in a hurry. Every nation that has innovative weapons systems has fibbed a bit.

Everyone has the right to make its own nuclear or any other kind of weapons that is the international law and agreement.
