Red eye vs blue lion. They are two rival party in erangle. Red eye is in dominant and the man with beard is the leader of red eye. The basement is one safe house for blue lion and red circles are either the safe house or attacking place. Power station is damage if you compare two before and current maps. Majority of the building hang the red eye suggest that red eye is dominant and not afraid of showing themselves. Blue lion's flags ' are always hidden in the basement or other secret place.

the red circles are markers for bombing, the guy on the picture is a dictator who took over erangel and that basement is the resistance HQ, if you go to all the locations marked you'll see all those places got destroyed by missiles

The circles line up with "Resistance Fighter" targets for destruction - the one at Mylta Power lines up with the chimney, the one in Military Base lines up with a destroyed missile silo, the one on the east bridge lines up with the lighthouse & the one near Zharki I'm unsure of unfortunately. All of the above would have been good targets for resistance fighters to destroy against a military occupation.

The circles are either where other basements are, or where explosions are to detonate. On the wall there was a circled image of one of the vats in the powerplant, and its destroyed on the map. It could have a basement under it and was set to detonate. Maybe all the circled areas are like that. Im sure if you go to those areas, you'll gather more clues!
