You do have to put out a disclaimer and clear permission requirements to be able to fetch the location. On the other hand if you use Google maps on the server side for reverse geocoding then you will need a licence. Here's one of my earlier response: Data is the currency of the future. WhatsApp doesn't make money through Ads. In fact, it's initial founders hated Ads and I remember, they had an amazing Anti-Ad message during the initial days of WhatsApp. The initial founders managed to raise $60 million in funding before getting acquired by Facebook for around $19 billion (with a B). Thousands of apps were launched post-Facebook. Some exactly the same and others with a slightly different concept. You can't shut down apps like that, but you can kill them by either copying them (Snapchat) or buying them out if they add any value (Instagram, WhatsApp, tbh, and many more). Succeeding with a social app requires the network effect to scale. There's no point in messing with the giants but there's a lot of money in using the same concept but for specific industries. Social app for dating, designers, book readers, entrepreneurs, etc. Hope this helps!
