Nobody can do that. The IP address belongs to your Internet service provider and does not contain any customer data. The location of this IP address is usually in your city, as this is where your ISP's routers are located and this is always misunderstood.

hmm yes you can, but not directly. and not without a court order. you can get a general location from an IP, but for a name and address you would have to get that from the service provider, which is quite easy to find. you then just need a court order in that jurisdiction to get the name and address associated with that IP.

One minor point, not all IP addresses are owned by an ISP. Large organizations will often get their own address blocks from ARIN or other registry.

@askleonotenboom No they are not. Those organizations would have their own autonomous system. They get their addresses from ARIN and they control them, just like an ISP would. They would then connect to the Internet backbone at an Internet Exchange Point (IXP). An IXP is where the various ISPs, carriers and others meet to exchange packets. A bit on my background, I have worked in telecom for about half a century, more recently with networks. I have my Cisco CCNA and the building I used to work in for a telecom is now an IXP. I have since done some work in that building for a cell phone carrier. So, when a company such as IBM or Microsoft, etc. gets their addresses they have nothing to do with any ISP as they are their own. Look up "autonomous system" on Wikipedia for more info.

And add into that, VPNs. For less than the price of a candy bar, you can get a piece of software that gives everything you do an IP address from the other side of the world. For the price of a Netflix sub, you can get a good one that can even fool ... Netflix. People do it to watch shows only available overseas. People in the US do it to binge Law and Order: UK. UK users do it to get access to US movies earlier than they are sometimes offered there. Canadians and Aussies do it to do both. Chinese users do it to get around the Great Firewall. Every country has VPN hosts and users. You could also sue, instead of going to Law Enforcement, but likely you will end up spending a lot of money and not getting much to show for it. Like 6 figures to get close to them and they can defeat all your spending like I said above, by spending the price of a Netflix sub or less. With Tor, they might not even need to spend anything.

The thing is that IP adresses often change. If you have someones IP adress, who is causing you trouble, it might get some time for law enforcement to get court order. Meanwhile, the suspects IP adress could change. Do the ISP have any database about what ip adress was used by who in certain time?

You have a mobile phone, yes? So either (or both) GPS tells your phone where it is, and that's share with an advertising network, or bluetooth (or perhaps Wi-Fi) even if not connected can let the store know you were nearby. I don't know how they do it but certain companies sue or arrest people for illegally downloading copyrighted music or movies off torrents. I've read articles of people being arrested and also being sued for millions. I remember one time a mom got locked up because her kid went online and downloaded music and since the internet was in her name she got in trouble.

Ever notice it doesn't recognize you after like a power outage or software update or some other change to your system? If your password is gone... you lose your paypal when that happens.

@@jphogannetAs with any critical password protected application a second backup way to access is necessary. Power fail and software updates apparently have no effect on this method. I think it reads the CPU serial number or some such because I have completely replaced the softwaer and the password stays effective.

I'm not sure how many headquarters we have over there, but if the case is taken then probably two FBI agents will pay you a visit in person because that's what we do. Regarding what you are talking about with your IP showing you as on the opposite side of the country... I have the same issue. My satellite connection shows me in Queensland (I'm in regional western australia)... Though I have a 4G connection for gaming which does show me in WA. It caused a bit of security confusion with discord a while ago

Someone could also use public wifi or some other internet connection that is not in any way associated with the individual and then use a random / fake mac address to connect to that wifi making it extremely difficult to track down the individual.
