I seen a man making foam fountains with styrofoam. I guess it should be Thermocol? He painted it with cement. I tried this and it did not work. Did I have the wrong foam, not let the cement dry long enough? I could actually wipe the cement off after about an hour. Thanks!

I just cut it with an box cutter but that isnt my problem, my problem is the cement wont stay after being dried. Once the water starts running it comes off.
