Almost a billion dollars are needed to restore all the facilities in Irpin that were destroyed or damaged by the Russians.
However, for the entire Kyiv region, where active military operations were conducted during February-March 2022, the state budget was able to allocate 400 million hryvnias [near 11 million dollars], of which almost half was transferred to Irpin.
In August, another 25 million hryvnias [near 683,000 dollars] was allocated for construction materials for the city. Even if a residential building receives windows or bricks, residents must carry out the work at their own expense.
The lack of funding is explained by the need to finance the army as much as possible, while fierce battles for Ukrainian lands, villages and cities continue.
But international organizations are in no hurry to pour funds into the housing infrastructure of Ukrainian cities hit by shells while the active phase of the war continues. They say that there are no guarantees that these houses will not be shelled again.
Our story is about co-owners of apartment buildings in Irpin, who before the onset of cold weather try to save the house at their own expense, but do not know where to collect enough money.
