I am looking at a house in Oregon. The sellers just installed a "vapor barrier". I have read mold can stll develop as the water can still collect. I am rethinking my interest in this house. THANK YOU for your great explanation!!!

What would dictate either needing the corrugated tubing or the kinda of rectangle drain tile? In othe words after digging what would you have to find to indicate needing either drain tile?

Damn, i wish i understood it better. I didnt know water is even allowed at all under the floor. I guess the water is allowed to puddle up to a certain level and slowly dribble out somewhere or the water level activates a pump and is forcefully pushed out somewhere.

Drain tile on top of the exterior footing is a really, really dumb idea. It allows water to collect on top of the footing, and seep into the basement or crawl space. It's easier and cheaper to do it that way, sure. There's more to excavate to put the drain tile alongside the footing. But it's pennies on the dollar compared to digging out the whole thing to relocate the drain tile later on. Thousands of dollars later, ask me how I know.
