So who "controls" the IGEL OS? Is it a third-party like a certificate authority or is it remote administration through the purchasing organization? Meaning does the company purchasing the OS, manage the administration of the policies and data? Or does iGEL operate through a cloud based organization?

I'm still confused, so is the end user booting to IGEL instead of eg windows10/osx? If not is IGEL an application loaded to run on all the different company devices?

When an IGEL terminal boots, it will indeed boot the IGEL OS. You can give all sorts of profiles to devices so that when IGEL OS boots, it will automatically connect to a Citrix Xenapp server or an RDS server for instance. You'll just see you Windows logonscreen then, you log in and you're in your Windows desktop :) An end user won't know the difference (that the IGEL itself is not a windows machine) really.
