How employers decide if they will hire you

I am a hiring manager, and this was accurate. I am also assessing how many people I can afford to hire as our circumstances change. We are really dedicated to not laying people off so we hire cautiously. But large contracts that come in can quickly change our hiring landscape from say looking to hire one person to suddenly needing two.
