Well you will not blame them in the nursing regulations because of the sensitivity of your job. Nurses are the closest to the patients on daily basis and other health officials are like supporting staff and even doctors only appears when the need arises but for nurses you are like the vehicle of Medicare

186 is a permanent visa; you can use 482 visa to move first. Then later switch to permanent visa
