In summer semester you have limited options regarding number of courses available. Educational year starts from October (winter/fall semester. Its very rare that government universities give masters admissions for summer/spring semester. If you have already completed 1 or 2 semesters in India in Master's degree. Otherwise Summer semester admission is difficult for fresh bachelor students. Correct me if I am wrong :)

It’s true that the winter/fall semester is the primary intake in Germany and offers more options, but many universities still offer admissions in the summer semester. There are several programs across different fields of computer science, engineering and business that accept fresh bachelor’s graduates. It's not limited to those who have already completed master's coursework. TU Munich offers summer intake for Informatics and Engineering, Leipzig University and University of Stuttgart also provide admissions for fields like Computer Science and other technical courses.

Yes it’s possible to apply for public universities but public universities generally prefer students with strong academic backgrounds and relevant subjects and your IELTS score of 6 might be on the lower side for some universities. If you’re serious about public universities, it would be better to improve your German language skills, as most bachelor’s programs are in German and aim for a higher proficiency at least B2 or C1.
