Should you register your music with your PRO before you upload to a music library

No but you should definitely be signed up with a PRO. Almost always the music library is the one registering the music since they are the publisher

I've been trying and trying to learn the proper way to get placements...yes I have a few but they were like shooting an arrow in the sky and see where it lands... my last placement was in 2017 and since then I've created tons of music... so I need help getting on the right path....
