there is a game bug where people become homeless forever if their house is demolished or burns down-normally they would just move somewhere else, but something is preventing them from doing so. That's why you have people just standing around doing nothing. CO is aware of the bug but won't be fixed for a while. In the meantime, there is a mod called "Bye Bye Homeless" that fixes the issue-it doesn't stop homelessness all together, it just fixes the bugged out people.

The parks also accumulate homeless people from other cities and there's thousands of criminals in a city.. You need to delete every park for it to go away

You might turn of terrain shadow in advanced settings to get rid of the too dark shadow in the tunnels
