It depends. The romans did use a lot of high tech and their building techniques were incredible. But they also tended not to use their full potential in terms of agriculture and scientific research. The guys invented steam power but never used it for anything. Why build contraptions if you have slaves? Their strength was more in bureaucracy and strict organisation.
