All that sounding of the locomotive's air horn seems unnecessary. Could it be because there have been so many crossing accidents in the past, due no doubt to the mentally challenged Floridians?

Laws set by the FRA. If areas want to apply for quiet zones, they can do so with the necessary upgrades.
