First capacitor should be X capacitor and not Y , It is between Line and neutral . Y capacitor will be connecting line to ground

current into voltage is proportional to 5.0v 30mA. 5.3v 50mA. 5.6v 70mA. 5.8v 100mA. 5.9v 130mA. 6.0v 165mA 6.3v 200mA datasheet
